Serving UConn Health since 2012, first as an Assistant Attorney General, Jeff joined the institution’s inaugural Office of the General Counsel in 2017 and, in 2018, was appointed Chief Counsel. In 2023, Jeff transitioned to part-time Deputy General Counsel to spend more time with family and, in this capacity, continues to represent and advise UConn Health on the many legal issues confronting a fully integrated academic medical center constituted as a state agency.

A 1985 graduate of University of Virginia School of Law, Jeff served as a Law Clerk to federal Chief Judge T.F. Gilroy Daly (D. Conn), transactional lawyer at Debevoise & Plimpton, and legal and policy counselor for the insurance industry on litigation, pre-litigation, regulatory, and transactional matters. His experience also includes leading healthcare professional liability and group benefit claim operations and serving as a community relations and government affairs executive.

Jeff’s pro bono record includes co-chairing community mediation programs and presenting at conferences for HHS’s Office of Research Integrity, NIMH, and the Association of Research Integrity Officers on federal laws governing research integrity. Jeff is a Fellow of the Connecticut Bar Foundation and member of the University of Hartford College of Arts & Sciences Dean’s Advisory Board.
